HOW-2 FIX THE 3 BRANCHES OF THE FEDERAL GOVERNMENT       MY PROPOSED AMENDMENT TO ARTICLE TWO OF THE U.S. CONSTITUTION   If we the people are to amend Article I of the constitution then clearly an amendment of Article II is also in order.  Here is my proposal for this amendment. Article II. Section 1. The executive power shall be vested in a president of the United State of America.  He/she shall hold their office during the term of six years and may only serve two terms total, together with the vice-president, chosen for the same term, to be elected as follows. The presidential election will be held every six years, concurrent with the election of the Congress, that is to be held starting on the first Monday of November and running until the first Sunday thereafter.  The results of this election will be decided based upon the most votes won nationwide, plain and simple, the electoral college having been abolished. Section 2. This section will remain essentially unchanged except for that when the  pronoun “he” is used it will be replaced to read “he/she”. here the phrase “with the Advice and Consent of the Senate” is used it will be replaced to read “with the advice and consent of the Congress” Where the phrase “during the Recess of the Senate” is used it will be replaced to read “during the recess of the Congress” Section 3. He/she shall on February 15th of each year give to the Congress information as to the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient.  He may, on extraordinary occasions, convene the Congress outside of the four months they are formally in session to discuss one issue and one issue only, and may adjourn this session at such a time as he/she may think proper. He/she shall receive ambassadors and other public ministers.  He/she shall take care that the laws be faithfully executed, and shall commission all officers of the United States. Section 4. This section will remain un-changed. Section 5. The president will receive an annual compensation for his service to the tune of 50 M a year, which ought to make him/her very happy, however out of these monies he/she will be responsible for all staff that he/she may deem necessary to assist him to carry out his/her service while in office, speech writers, stenographers, special assistants, personal servants,  you name it.  A strict public report of all of these expenses must be made on 1 JAN and 1 JUL of each year. The Congress will be responsible for the funding for the upkeep of “THE WHITE HOUSE”, its maintenance, security and personal required for all official functions that are held in this facility as well as any other items they may deem necessary and make into law.
